English as a Second Language

 

English as a Second Language services may also be called services for Emergent Bilinguals.  The Texas Education Code (TEC) §29.052 defines an Emergent Bilingual (EB) student as  "a student whose primary language is other than English and whose English language skills are such that the student has difficulty performing ordinary class work in English."  English as a second language (ESL) programs are designed to help Emergent Bilingual (EB) students become proficient in English.
